19) In re your ¶20 the Reclamation Plan has been amended to include a statement that <br />net mulch will be used and installed pursuant to the supplier's recommendations as required by <br />Rule 6.3.4(1)(c)(v). <br />20) In re your ¶21 the Reclamation Plan has been amended to include the use of weed <br />free biosolids to construct topsoil that will support vegetation. The method of fertilizer use and <br />application has also been addressed. <br />21) In re your ¶22 the Reclamation Plan has been amended to address the comments <br />from Colorado Parks and Wildlife and The Division to include several more species to the mix <br />which are well suited to acidic soils and are native species. <br />22) In re your ¶23 the Reclamation Plan has been amended to delete the use of <br />retaining walls in the reclamation plan. <br />23) In re your ¶24 an estimate of the cost of reclamation has been provided based on <br />quotes from independent contractors. <br />24) In re your ¶25 an amended Mining Plan Map has been provided as required by <br />Rule 6.3.5(2)(c). <br />25) In re your ¶26 the amended Mining Plan Map has been signed and dated by a <br />qualified person as required by Rule 6.2.1(2). <br />26) In re your 127 the Reclamation Plan and Reclamation Plan Map have been <br />reconciled to show the correct quantities of weed free biocompost constructed soil. <br />27) In re your ¶28 the Reclamation Plan Map has been amended to show the gradient <br />of all reclaimed slopes as required by Rule 6.3.5(3)(a). <br />28) In re your ¶29 Kathy Rosow of the CDPHE WQCD was contacted in re a storm <br />water permit. The application has been filed with the CDPHE -WQCD. <br />29) In re your ¶30 the mine tailings will be processed at the Federal Mill, United <br />States Mine Safety and Health Administration I.D. No. 0504994. Our agreement with the <br />Federal Mill requires that all waste produced from the process is to be transported to a CDPHE <br />permitted solid waste disposal facility. A TCLP for the waste characterization for each mine is <br />required for the land fill before disposal of the waste. The Federal Mill does not dispose of any <br />waste on site and consequently no permit is required from CDPHE. The process that the Federal <br />Mill uses is performed in an alkaline circuit which neutralizes all the acidic portion of the mine <br />tailings. After the neutralization of the acidic content of the tailings substantially all the <br />remaining acid producing potential material, i.e., iron pyrites, are recovered for their contained <br />gold and silver values and are shipped to smelters in China for the recovery of the precious <br />metals and the production of byproduct sulfuric acid. The slight quantity of non - recovered <br />sulfide material, with acid - generating potential, is balanced by the alkaline material used in the <br />process so that no net acid - generating potential remains.
