King Coal Mine (C- 1981 -035) <br />MT -07 <br />2. Map King II -007 Operation Plan and Surface Features has a scale of 1" = 200'. This scale <br />makes differentiation of the various features somewhat challenging. Please update the <br />map to show current configurations (including removal of the temporary office trailers), <br />and increase the scale — perhaps to 1" = 150' or 1" = 100'. <br />3. Rule 2.10.2 Permit and Adjacent Areas requires that a map be submitted which <br />distinguishes among each of the phases during which coal mining operations have been or <br />will be conducted. Minimum distinctions to be made are listed in (1) thru (3) of the rule. <br />Maps King 1 -001 and King II -001 are each entitled "Permit and Adjacent Areas ", but neither <br />one presents the information required by 2.10.2. Please revise these maps to present the <br />required distinctions. <br />4.05 Hydrologic Balance <br />1. Rule 4.05.9(9): It does not appear that the requirements of Rule 4.05.9(9) have been <br />considered in the designs for the sedimentation ponds. Please describe the measures that <br />GCC will employ to stabilize the upstream face of the sedimentation pond embankments. <br />4.11 Coal Mine Waste <br />1. The Division was unable to find where the permit text addresses disposal of non -coal <br />waste. Please amend Sections 2.05.3 to address the requirements of 4.11.4. <br />4.12 Slides and Other Dam <br />1. 4.12(2) requires that the Division by notified any time a slide occurs which may have a <br />potential adverse effect on public property, health, safety, or the environment. We were <br />unable to find a location in the permit by which GCC addresses this requirement. Please <br />amend the permit with the commitment required, or inform the Division where this <br />subject may already have been addressed. <br />4.15.7(3) Revegetation <br />1. The rabbitbrush / big sage mixed shrubland community reference area was not statistically <br />demonstrated to be comparable with the disturbed area as required by Rule 4.15.7(3)(b). <br />Please submit the data demonstrating that the reference area is statistically comparable <br />to the disturbed area. <br />2. On page 15 of Section King II Section 2.05.4, a brief description of what the reference area <br />'will be' is given; however, this description does not meet the requirements of Rule <br />4.15.7(3)(a -f). Please submit a discussion about the reference areas which addresses: <br />how the reference area represents the disturbed plant community, a statistical <br />compatibility demonstration, location, size, management and a fence description (if one is <br />installed). <br />Page 15 of 16 <br />
