I, Jared Ebert of the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Ms. <br />Tabetha Lynch with the Division as well as Graham Roberts with Trapper Mining accompanied me during the <br />inspection. The weather was clear at the time of the inspection. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The mine records were checked at the mine office on February 12, 2015. See the end of the report for <br />details. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The operator is concurrently backfilling behind the existing excavation. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />Horse Gulch Fill was observed. The fill appeared stable. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />We witnessed a coal shot in K -Pit. No problems were noted. The appropriate warning signals were made. <br />The last completed blast record was for a blast conducted on January 30, 2015. Three years of record and more <br />were on file. <br />Blast records LD04PMM #2 conducted on January 22, 2015 was inspected.
