2014 Annual Reclamation Report <br />Southfield Mine <br />Subsidence Mitigation - Abandoned Canon National Mine site <br />As referenced above, during 2012, the landowner, The Corley Company, had notified EFCI and <br />the DRMS about six subsidence holes located at the abandoned Canon National mine which is <br />situate on the Corley property. The DRMS determined that EFCI had mined beneath this area and <br />that per EFCI's permit, EFCI was committed to mitigate the subsidence features and the DRMS <br />directed EFCI to submit a mitigation plan. <br />EFCI did so and following the Division's approval, in October, 2012, contracted with Kessler <br />Reclamation Company to repair the subsidence features. Kessler completed the approved <br />mitigation work October 23, 2012. A tracked excavator was used to first remove wood and debris <br />from the subsidence holes. Backfill material was from an abandoned spoils pile adjacent to the <br />subsidence holes that was believed to be from the Canon National mine operations. After trees <br />that had voluntarily grown in the pile had been removed, approximately 700 cu yds of fill <br />material from the pile was backfilled in the subsidence holes. The excavator bucket was used to <br />compact the lower portions of the backfill and a front -end wheel loader was used to compact the <br />upper levels of the backfill. Topsoil from the contractor's property was sampled, analyzed and <br />truck hauled to the site. Five (5) to seven (7) inches of topsoil was spread on the backfilled holes <br />and the footprint of the removed portion of the spoils pile. The approved seed mix was broadcast <br />on the holes and pile footprints as well as the track that was used to access the site. At the <br />landowners request and with the approval of the Division, tree limbs from the tree removal <br />operation were chipped and spread as a mulch on the holes and the pile's footprints. On departure <br />from the site, the barbed wire fence and fence posts were replaced and the No Trespassing sign <br />was reinstalled. Seed mix tags, soil analysis and photos of the operation were submitted with the <br />2012 ARR. <br />The Corley Company stressed concerns of wild turkeys allegedly consuming much of the grass <br />seed that had been seeded on the above referenced subsidence areas during the mitigation process. <br />In a manner of good faith, EFCI commissioned Daryl Mergen of Mergen Ecological <br />Delineations, Inc. to reseed the subsidence plots and the borrow area footprint. Mr. Mergen <br />completed the reseeding during December, 2014. <br />Numerous other concerns of varying subjects were received from landowner Corley Company <br />during the previous report year, 2013. During 2014, the majority of The Corley Company <br />concerns were addressed and /or mitigated. A bullet list of repairs completed for these concerns is <br />shown in the Introduction Section (Page 3) of this report. <br />Water Well Mitigation <br />The Corley Company water well, well No. 119459, recorded as being 100 ft deep, producing one <br />(1) gallon per minute water and located on the Corley Ranch property, had gone dry during <br />I <br />
