Compliance With Mine Plan N - Support Facilities Not On -site <br />N - Other N - Special Categories Of Mining <br />N - Processing Waste R - Topsoil <br />COMMENTS <br />This was a bond release inspection of the Keenesburg Strip Mine, DRMS permit No. C- 1981 -028 operated by <br />Coors Energy Company (CEC). I, Jared Ebert with the Colorado Division of Reclamation, Mining and Safety <br />(Division) conducted the inspection. Flynn Dickinson and Thomas Medlin with the Office of Surface Mining <br />(OSM) as well as Ben Moline and Danny Kipp with CEC accompanied me during the inspection. The weather <br />was clear and sunny at the time of the inspection. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />On December 12, 2014 the Division received a Phase I bond release application (SL7) for the site. The <br />application was deemed complete on January 13, 2015. The bond release areas includes three reclamation parcels; <br />Areas 30, 31 and 32. These parcels are 9.68, 11.92 and 5.54 acres in size respectively, totaling 27.1 acres. <br />Rule 3.03.1(2)(a) states, "Up to sixty percent of the applicable bond amount shall be released when the permittee <br />successfully completes backfilling, regrading, and drainage control in accordance with the approved reclamation <br />plan." With regard to Phase I bond release, the approved reclamation plan for the Keenesburg Strip Mine calls for <br />backfilling and grading the open pits to the approved post mine topography. While actively mining, CEC mined <br />two pits, A and B -Pits. CEC is no longer actively mining at the site, and they are presently permitted to dispose of <br />ash and mine waste rock (A /MWR) into the A and B -Pit. The final elevation contours or site topography are <br />designed to provide maximum air space volumes for ash and mine waste rock disposal operations in each pit cell. <br />Given this, the approved final topography of the site varies from the approximate original contour to accommodate <br />the ash and mine waste rock disposal activities. The Final Reclamation Contour and Drainage Plan Map <br />(Appendix Q -1) depicts the approved post mine topography. The appendix Q -1 map has been designed to improve <br />and promote positive surface water drainage away from both the A -Pit and B -Pit cells areas.
