The Yoast Mine is a reclaimed surface mine, <br />that has undergone various phases of bond release. No mine personnel remain on the site. Seneca Coal Company <br />contacts are located at the nearby Peabody Sage Creek Mine offices. No mine personnel accompanied the <br />inspection. <br />The weather was clear amd warm. Temperatures were in the mid 40's. The snowpack was melting, county roads <br />and access roads were soft and muddy. <br />FISH and WILDLIFE — Rule 4.18: <br />Animal tracks were observed in the snow around and near Ponds 12 and 12A. A coyote was observed <br />traveling across the reclaimed slope in drainage YPM -5 -1. (photo 6) <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Surface Water Monitoring 4.05.13; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 12 was discharging at the time of the inspection. Discharge flow was unreadable on the staff gauge <br />in the flume due to access and low flow difficult to read due to vegetation in the flume. This inspector estimates <br />that flow reads <0.02 on gauge. Pond 12 pool of water was partially frozen, with open water along the flow <br />path.(Photo 3). There were human made tracks in the snow to Pond 12, indicating that mine personnel had been to <br />visit the pond fairly recently. <br />The inspector snow shoed to Pond 12A. Pond 12A was holding a frozen pool of water approximately 5 feet below <br />the primary riser discharge elevation. (Photo 4) <br />Pond 13 and 14 were both snow covered and not discharging.
