The HGLO consists of a partially reclaimed <br />train load out /load in facility, an unreclaimed rail loop, a substation, two sediment ponds, and an unreclaimed haul <br />road (Tie- Across Haul road). <br />The weather was clear and warm, with temperatures in the 40's. The snow pack was rapidly melting off. <br />Routt County Road Department was grading Routt County Road #37, adjacent to the HGLO permit area at the <br />time of the inspection. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />There are two sediment ponds at the load out facilities area. The truck loop pond is visible from the <br />TAHR. The truck loop pond was holding a shallow pool of partially frozen water several feet below the primary <br />discharge riser. There was no evidence that this pond had discharged recently. The rail loop pond was snow <br />covered and did not appear to hold a pool of water. No concerns were noted with either pond. <br />Culverts under the rail loop were clear and flowing freely. <br />Culverts under the haul road were clear and flowing freely. <br />Dry creek was flowing through the permit area.
