RULE 2 - PERMITS <br />will become part of the new PSCM portal and facility complex, are present in the northwestern <br />• portion of the PSCM permit area. <br />Concentrated shrub establishment areas will be developed in four sites approximately one acre in <br />size in the larger reclaimed unit associated with the new disturbance at the portal and support <br />facilities area. The shrub establishment sites will be developed on northerly and easterly aspects <br />and will be distributed in the area of the new portal and support facilities area reclamation. Exact <br />locations will be established at the time of final reclamation to optimize aspect considerations and a <br />desire to maximize distribution of the sites in the reclaimed block. The primary upland seed mix <br />includes shrub seed and combined with natural regeneration of sagebrush and snowberry commonly <br />experienced on the adjacent reclaimed Seneca II mined lands will establish shrubs in the reclaimed <br />areas surrounding the shrub concentration areas. <br />The concentrated shrub establishment sites will be deep ripped on the contour following topsoil <br />replacement to minimize compaction and encourage a deep rooting environment beneficial to <br />woody plants. The shrub concentration sites will be established through a combination of seeding <br />and planting of adapted native species. Table 2.05.4 -T4 lists the seed mix and seeding rates to be <br />applied in the concentrated sites. Seed will be drilled in most cases but the Artemisia species will <br />always be broadcast seeded and lightly covered regardless of seeding method. Table 2.05.4 -T5 <br />lists the seedlings and planting rates that will augment the seeding effort. Seedlings will be derived <br />from regional native seed sources and will be developed as containerized stock using Best <br />Technology Currently Available (BTCA) nursery procedures for native plants. Planting will be by <br />hand using appropriate BTCA hand planting procedures. The mix of seedlings will be randomly <br />distributed but in a uniform manner to insure complete coverage within each site. Appropriate <br />• mycorrhizal application will be incorporated into the establishment program. Weed mats or other <br />appropriate BTCA practices to control competing vegetation and enhance soil moisture around the <br />seedlings will be incorporated as necessary. Fencing that is adequate to restrict herbivory by both <br />wildlife and livestock will be installed unless other effective BTCA practices specific to restricting <br />herbivory are developed in the future. Concentrated planting areas will be monitored at the end of <br />the second or third full growing season to determine the success of establishment efforts and <br />periodically thereafter as necessary. If the woody density determined by the monitoring indicates <br />the average density has fallen below 1,800 stems per acre, augmented planting of seedlings, <br />described earlier, shall be conducted. <br />PSCM Permit App. 2.05 -42 Revision 12/17/09 <br />
