RULE 2 - PERMITS <br />is August 15 through November 15 with a secondary season from May 15 to June 1. The reclaimed <br />area will be prepared for seeding by disking and/or contour ripping the surface to break -up and <br />• roughen the soil material and prepare the seedbed. Ripping will provide a rough surface to hold the <br />seed, promote moisture and root penetration, and minimize surface runoff until the vegetation <br />becomes established. <br />Seeding will normally occur during the late- summer /early fall season in order to take advantage of <br />winter and spring moisture so that germination occurs in the spring when soil and moisture <br />conditions are optimal for effective germination and initial establishment. Artificial irrigation will <br />not be used. <br />The disturbed area will be either drill or broadcast seeded following necessary surface preparation. <br />Generally, drill seeding will be utilized for most of the reclaimed areas unless ground conditions, <br />topography, or the limited size of certain areas preclude safe and cost effective use of this seeding <br />method. A conventional rangeland drill will be used, with seeding at the rates specified in the seed <br />mixtures presented in Tables 2.05.4 -T2, 2.05.4 -T3 or 2.05.4 -T6. <br />Any areas in the reclaimed area that are not conducive to the use of drill seeding equipment will be <br />broadcast seeded using equipment- mounted or hand broadcast seeders. Seed will be broadcast at <br />the double rates specified in the seed mixtures presented in Tables 2.05.4 -T2 and 2.04.5 -T3, and <br />where practicable the seeded area will be harrowed, raked, or dragged to bed and cover the seed. <br />Any areas of the reclaimed area where conventional seeding (drill or broadcast) is not practical due <br />to slope gradients and related equipment safety concerns (>3H: IV) will either be hydro- seeded and <br />• hydro - mulched or broadcast seeded and protected by erosion control blankets or similar materials. <br />The seed mixtures include shrub species which, in combination with natural re- invasion, should be <br />effective in reestablishing both the herbaceous and woody components in the reclaimed plant <br />communities. An annual grain is normally added at a reduced seeding rate to aid in establishing a <br />quick, stabilizing cover. <br />Reclaimed Area Seed Mixtures and Seeding — The reclaimed PSCM surface facility, including <br />ephemeral drainages, will be revegetated with the upland seed mixture listed in Table 2.05.4 -T2 to <br />achieve the proposed rangeland and wildlife habitat post- mining land use. Reclaimed areas that <br />have the potential for mesic or riparian site conditions will be revegetated with the mesic site seed <br />mixture listed in Table 2.05.4 -T3. Drill seeding on the contour will be the preferred seeding <br />method except for the Artemisia species which should be broadcast seeded and lightly covered in all <br />cases. <br />The seed mixtures presented in Tables 2.05.4 -T2 and 2.05.4 -T3 are based on current seed mixes <br />used at the Seneca II Mine. These mixes were designed in accordance with Section 4.15.2, Use of <br />Species, to stabilize the site and establish a diverse plant community necessary to restore the post - <br />mining land use of rangeland and wildlife habitat. Introduced species are documented as being of <br />superior utility for forage production for both domestic livestock and wildlife. <br />Shrub Establishment Plan — The largest new disturbance area associated with the PSCM is in the <br />• area of the portal, coal stockpile and related support facilities. Several previously disturbed small <br />parcels surrounded by native vegetation are associated with the Seneca II Mine facilities, and which <br />PSCM Permit App. 2.05 -41 Revision 12/17/09 <br />
