PERMIT #: M- 1993 -027 <br />INSPECTOR'S INITIALS: TOD <br />INSPECTION DATE: December 2, 2014 <br />OBSERVATIONS <br />This inspection was conducted as a normal routine monitoring inspection. This inspection was conducted by <br />Tyler O'Donnell of the Division of Reclamation, Mining and Safety (DRMS). Seifert Construction dba Seifert <br />Enterprises, LLC, the Operator, was represented by Kent Beach during the inspection. <br />The Schoolfield Pit is located in Custer County approximately 5.5 miles southeast of Westcliffe Colorado. The <br />Schoolfield Pit is a 9.90 -acre 112c Construction Materials Reclamation Permit, which was issued in 1993. The <br />approved post- mining land use is rangeland/residential. <br />During the inspection the sky was overcast and the ground was dry. No mining equipment was present during <br />the inspection. It appears that the last mining activities were progressing from east to west. At the present time <br />it appears that the mining operation has affected approximately 5 acres. The last annual report indicated that the <br />last site activity was in summer 2014. The Operator's representative stated that the pit is used semi - frequently <br />to mine mostly general fill. <br />Backfilling and Grading_ <br />Some backfilling and grading has occurred. The majority of the pit slopes were approximately 4H:1 V or flatter. <br />There was a small highwall in the southwest corner of the pit. The highwall was roughly 15 feet high and 150 <br />feet long. <br />Financial Warranty: <br />The current amount of financial warranty the Operator has on deposit with the State is $25,000.00. <br />The reclamation cost estimate for this pit was updated with this inspection. DRMS determined that the current <br />financial warranty amount is adequate. <br />Hydrologic Balance: <br />The bottom of the pit was dry. There was no evidence of excessive erosion. There appeared to be no <br />significant impacts to the prevailing hydrologic balance. All stormwater and run off from the affected lands <br />would is captured in the pit. <br />Gen. Compliance With Mine Plan: <br />The operation appeared to be following the approved mine plan. All mining activity appeared to be within the <br />approved permit boundary. <br />Roads: <br />The access road was stable and in good condition. <br />Reclamation Success: <br />This site has not yet been reclaimed, no final topsoiling or seeding has occurred yet. There were rills and <br />gullies beginning to form on the graded pit slopes. The Operator will need to repair the rills and gullies before <br />replacing the topsoil and seeding the site. <br />Final reclamation of the site will entail grading slopes to 4H:1 V or flatter. Following final grading the Operator <br />will need to replace 6 to 12 inches of topsoil and seed the site with the approved seed mix. <br />Page 2 of 5 <br />
