Jason Musick -2- February 2, 2015 <br />submitted with the application. These pages appear to be intended to revise /replace <br />Page 5 of the June 1996 WesTec report. Please annotate the coverpage of the <br />1996 WesTec report to indicate that a portion was revised with TR -97 (and <br />with TR -64). Please also note the revision in that report's entry in the TOC. <br />(Modifying a portion of a document prepared and certified by another party is not <br />generally done; at a minimum, any revisions should be re- certified by the party <br />responsible for the changes.) <br />BRL: It is agreed upon, that modifying work certified by another party is not generally <br />done, and as such, revisions to Volume IV in the past have simply revised the text to <br />direct the reader to the updated designs. Therefore, new /revised designs are no longer <br />part of Volume IV and a certification should not be required. <br />Page 5 was revised by JE Stover & Associates with TR -64 in 2009 and TR -97. New <br />page 5i was submitted with TR -97 due to page numbering. The second paragraph of <br />page 5 directs the reader to Volume IX and Volume III. Since no new designs are <br />incorporated into Volume IV a certification should not be required. <br />Please see revised Volume IV Table of Contents page i, which details the work of TR- <br />97 and directs the reader to Volume IX. <br />2. DRMS: The 1999 Lambert report appears to address the question of stability <br />for what is now known as Gob Pile #1. If this is the case, it would make better sense <br />to include the new HBET Analysis in Volume IV rather than Volume IX, since Gob Pile <br />#1 is covered by Volume IV, Gob Piles #2 and #4 are covered by Volume IX, and Gob <br />Pile #3 is covered by Volume XI. Please consider whether the 2014 HBET <br />Analysis should be located in Volume IV rather than Volume IX, and revise <br />the Volume IV and Volume IX tables of contents as necessary, <br />BRL: The organizational issue discussed by DRMS is one that was contemplated by <br />JE Stover & Associates while going through the TR -97 process. JES determined that it <br />was better, for liability purposes, not to substantially revise Volume IV. Changes made <br />to Volume IV text have generally been to direct the reader to locations where the <br />revised designs would be incorporated. <br />The footprint of gob pile #1 was reduced substantially when gob pile #2 was expanded <br />to the west (otherwise known as gob pile #4). Volume IV is rarely used, and as <br />pointed out by DRMS and recognized by JES, compiled by a different company. For <br />these reasons, it is more prudent to place revised materials in Volume IX. Volume IV <br />page i of will direct the reader to the stability analysis in Volume IX.
