MANAGEMENT <br />RveD <br />FE8 �p2p15 <br />esa eyion, <br />W'609 & <br />The DRMS' letter dated December 30, 2014 requested additional information. On <br />behalf of Bowie Resources, LLC, enclosed is the revised data. <br />DRMS: The Division has completed a preliminary adequacy review of the technical <br />revision application (TR -97) submitted by J.E. Stover & Associates, Inc. for the Bowie <br />No. 2 Mine. The revision requests a variance from the construction requirements of <br />Rule 4.10.1(4) for a portion of Gob Pile #1. <br />With the application, BRL submitted revised pages for two portions of the approved <br />permit application package. A new stability evaluation, dated November 21, 2014, has <br />been prepared by Huddleston -Berry Engineering & Testing, LLC (HBET). HBET <br />evaluated the present configuration of Gob Pile #1, using reasonable material <br />parameters for native soils and compacted coal mine waste (gob). Geotechnical <br />investigations for the disposal site were conducted by other firms prior to construction <br />of the pile. HBET successfully addresses the pertinent requirements of 2.05.3(6)(b), (c) <br />and (d) referenced by 4.09.1(3) for alternative design specifications. We have no <br />comments regarding the HBET Stability Evaluation for Gob Pile #1. <br />As a result of reviewing the engineering and geotechnical aspects of TR -97, we have <br />the following comments related to organization of the permit and formatting. <br />Volume IV Coal Mine Waste Bank <br />1. DRMS: According to the Table of Contents (TOC), Volume IV currently includes <br />two separate reports: WesTec 1996 and Lambert 1999. Revised pages 5 & 5i were <br />
