All newly constructed highwall slopes proposed in TR -3 in January of 2015 must meet the follow-
ing criteria:
a) No mining slope adjacent to the River buffer zone should exceed 45 degrees from hori-
zontal except for a maximum 7 -8 ft high steep slope as part of sluice tails backfilling.
b) the existing water pump excavation hole as shown on Map C -2 has been in place for
over 3 years with no signs of instability in the clayey zone. It will remain since a pump has
been installed at ground water level and is a secondary source of water for the operation.
The ground water level is approximately the same level as the dividing line between the
clayey zone and the gravelly zone. This area has steep slopes in the upper clay zone but is
roped off and no access is allowed within the perimeter except to service the pump.
c) new mining slopes in the clayey zone will be allowed to have a slope of 80 degrees from
horizontal for a vertical distance of 25 feet and then a horizontal bench of a minimum of 15
feet width will be installed. Below this bench, another steep slope of 80 degrees is allowed
for a vertical distance of 25 feet. Below this level, all slopes must be a minimum of 45 de-
grees. The slopes described are shown on Map C -3. These steep slopes in the clayey zone
are allowed only if-
- inspections are done by the mine manager on an ongoing basis during excavation and no
signs of cracking, slipping or other instability are found,
- independent inspections by a registered professional engineer occur at least 2x per work
season or more frequently if a slope is found to be possibly unstable, with inspection re-
ports filed with the Division in the Annual reports
- if an internal or independent inspection reveals that a slope is potentially unstable, imme-
diate work will begin to cut down the slope, backfill or stop operation in that area until a
workable solution is found. In all cases, any sign of instability will be immediately reported
to the Division.
- the steep slopes must be reclaimed within 2 years after excavation or restored to a 45 de-
gree angle minimum.
Gloria Z Mine TR -03 2015 13
