2.05.6(6)
(f)(iii)(C)
No mining related surface disturbance will occur within 100 feet of the
outside line of the WAPA transmission line right -of -way without a written
finding from the Authorized Officer and consultation with the right -of -way
holder. The WAPA transmission line right -of -way is 125 feet wide.
Regarding the Jess Barrow Homestead Cabin, the Environmental
Assessment DOI- BLM- CO -S050- 2013 -0010 dated September 2013 states
that subsidence associated with the Spruce Stomp lease is expected to be
minimal and would generally affect the area immediately overlying those
areas that are mined. Two historic properties are located within the projected
subsidence area; the remaining two significant sites would not be affected by
subsidence. It has been determined that, while two historic properties are
present within the projected subsidence area, it is not expected that they
would be adversely affected by subsidence within the LBA tract (Lane,
2013). These sites would be monitored after project activities commence to
ensure the continued integrity of both sites; if changes affecting the site are
observed, stabilization or stipulations would be conducted in consultation
with Tribes and Colorado SHPO.
The Operator protected its facilities from rockfall by constructing one berm at
the location shown on Map 15 -2 and in accordance with the design
presented in Volume VII, Tab 11. No other protection measures are
proposed.
Subsidence monitoring stations are not proposed to determine when the
potential for rockfalls might diminish. The Operator will assume rockfall
hazard continues for two years after an outcrop is affected by mining.
(f)(iv) A detailed description of the measures to be taken to mitigate the effects of
any material damage or diminution of value or foreseeable use of lands
which may occur.
PR -14 2.05-165- 03/14
