2.05.3
feet wide. An earth berm will be placed on the outside and inside slopes of haul
road #2. These earth berms will direct drainage to collection ditches. Haul Road
#1 will be a minimum of 25 feet wide. The road surface will be sloped to the
south so run -off from the road is directed to excelsior logs. Haul roads will be
watered and cleaned as necessary to control fugitive emissions. Chemical dust
suppression may also be used on heavily traveled roads to control attendant air
pollution.
Railroad Track
Unit trains will travel to the loading system on the rail loop. Plan and profile of the
rail loop is shown on Map 21.
Bridge over Reed Wash
The rail bridge over Reed Wash will be constructed with six spans of various
widths, supported on piling. The piling will not significantly affect waters,
wetlands or riparian areas and does not increase the 100 -year flood plain
elevation over one foot. A 100 -year floodplain evaluation can be found in Exhibit
18. Geotechnical work on the foundation will be performed prior to construction of
the bridge.
The railroad bridge across Reed Wash and the 100 -year floodplain has been
redesigned to include a deck for the length of the bridge. See Map -21. The
bridge will be inspected frequently and any materials collected on the deck shall
be removed to avoid entry into Reed Wash and the 100 -year floodplain.
Unsuitable Subgrade Materials
Materials may be encountered that are deemed unsuitable for the subgrade for
the rail, haul roads, access roads, light use roads, culverts, foundations and
footings. Unsuitable subgrade material will be excavated and placed in
Evaporation Pond No. 6 and covered with two feet of fill. Refer to Map 19,
Previously Disturbed Areas for the location of Evaporation Pond No. 6. These
unsuitable subgrade materials may include saturated material, buried coke fines
and processed material located in the evaporation ponds. Fill to cover the
unsuitable subgrade material that is placed in Evaporation Pond No. 6 will be
obtained from the United Companies 15 Road gravel pit or another DRMS
permitted gravel pit in the general project vicinity.
Permit Application 2.05 -9 01/12
