2.05.6 Mitigation of the Impacts of Mining Operations <br />Protection of hydrological balance <br />(a)(i) See (b)(iii) below. <br />(a)(ii) Volume II, Map 18, Water Rights Location shows thirty -four water rights <br />within the permit and adjacent area. The natural ground surface slopes <br />southwest from the loadout. Surface and groundwater would flow in this <br />general direction. Therefore, only the water rights southwest of the <br />surface coal mining and reclamation operations can potentially be <br />affected. Section 2.04.7 lists each water right and explains why the <br />proposed operation will not impact any of the water rights. <br />There is no use made of groundwater in area to be affected by the surface <br />coal mining and reclamation operations. <br />There are two irrigation wells (Map Codes 12 & 13) located over one mile <br />downstream of the facilities. They are located on the north bank of the <br />Colorado River. These water rights will not be impacted since they are <br />located over a mile from the facilities, so even if surface water at the <br />loadout was minimally affected, the dilution factor of the Colorado River <br />would reduce any potential contaminants that may enter the surface <br />water. In addition, runoff from the site will be stored in a sediment pond or <br />passed through a sediment trap, and therefore the likelihood of potential <br />contaminants entering the surface water system will be further reduced. <br />There are three industrial wells (Map Codes 18, 22 & 23) located east of <br />the facilities. These water rights are located east of the loadout facility and <br />lie up- gradient. The three industrial wells are outside of the area that <br />could potentially be affected by loadout operation. <br />There are six monitoring wells (Map Codes 17, 19, 20, 21 24 & 32) located <br />east and up- gradient of the facilities. Monitoring wells 17, 19, 20, 21 and <br />24 appear to be associated with the old Fruita Refinery. All of the <br />monitoring wells are outside of the area that could potentially be affected <br />by the loadout operation. <br />Permit Application 2.05 -54 01/12 <br />
