2.05.6 Mitigation of the Impacts of Mining Operations <br />extent based on habitat and location selected for use. River otter <br />use in Reed Wash would not likely be affected as long as the <br />habitat for food and cover remains in its current condition or is <br />improved. <br />The River Otter's habitat is within the deeply incised Reed Wash <br />drainage that will not be affected. The rail bridge over Reed Wash <br />will be constructed with six spans of various widths supported on <br />piling. The piling will not significantly affect waters or wetlands or <br />riparian areas. No other activity will be near the River Otter's <br />habitat. <br />There are non - jurisdictional wetlands and wetland -type vegetation <br />located on the west side of the permit boundary. The Applicant <br />designed the rail spur to minimize this vegetation disturbance. The <br />rail spur was also designed to originate west of Reed Wash which <br />eliminates the need for a second bridge crossing had the rail spur <br />originated to the east of Reed Wash. Four culverts C -W2 through <br />C -W5 are placed under the rail in the wetlands so the wetland <br />hydrology is not disrupted. In addition, a berm will be constructed <br />at the toe of the disturbance created by the rail spur to capture the <br />disturbed area runoff. This runoff, will then be passed through a silt <br />fence prior to flowing into the wetland areas to further limit the <br />disruptions to wetland hydrology. Although wetland type vegetation <br />does not appear to be present at the location of Culvert C -W2 west <br />of Reed Wash, it will be managed the same way as culverts CW -3 <br />through C -W4 due to the close proximity to Reed Wash. <br />(2)(b) Map -21 shows the location of the redesigned rail bridge used to <br />protect the critical habitat found in Reed Wash and the 100 -year <br />floodplain.
