2.05.6 Mitigation of the Impacts of Mining Operations <br />(2)(a)(iii)(A -C) <br />Run -off from the rail track west of Reed Wash and rail loop east of <br />Reed Wash, not adjacent to the loading facility, is managed <br />according to Rule 4.03.1(4)(a)(iv), and best management practices <br />will apply for the majority of the Loadout loop as discussed in <br />Section 2.05.3(4)(a). Runoff will be managed via a silt fence /berm <br />combination. Silt fences will be installed at low points in the berms, <br />every 200 -300' east of Reed Wash, where runoff is not routed <br />through sediment ponds. A berm will be placed at the toe of the <br />slope and runoff will be treated via silt fences. In addition, there are <br />11 designed silt fences (SF -1 through 11) that can be found in <br />Exhibit 9 and locations of all silt fences are shown on Map -16. Silt <br />fences SF -11 & 12 are shown on Map -16, but not designed as the <br />drainage areas area are too small to generate enough runoff for silt <br />fence design. A small area exemption (SAE) west of Reed Wash <br />has been designed for the topsoil stockpile and can be seen on <br />Map -16. <br />The Wildlife Report contained in Volume I, Tab 10, includes a rare, <br />threatened, and endangered plant species inventory. Page 27 of <br />the report indicates there are no rare, threatened or endangered <br />plant species within the study area. <br />The Baseline Wildlife Report contained in Volume I, Tab 10 <br />includes a section on threatened, endangered, BLM sensitive and <br />other species. A Biological Opinion was prepared by Fish and <br />Wildlife Service (USFWS) in November 2011 and is included in <br />Exhibit 19 and identifies endangered fish species in the project <br />area. The four endangered fish are the Colorado Pikeminnow, <br />Bonytail Chub, Humpback Chub and the Razorback Sucker. <br />Because of the potential effects to fish and critical habitat, <br />Conservation Measures have been specified in the BA that will <br />avoid or minimize adverse affects.
