2.05.6 Mitigation of the Impacts of Mining Operations <br />( USFWS 2/93). The Applicant agrees to implement the <br />conservation measures that the USFWS believes are necessary to <br />offset the water depletion impact. However at this time, the <br />anticipated annual water depletion (9.7 acre -feet) is less than the <br />100 acre -feet per year requirement for contribution to the species' <br />Recovery Program, and therefore the depletion fee for the project is <br />waived. Please see discussion of estimated water consumption <br />(depletion) by the loadout operation and Section 2.04.7(3) for <br />further discussion. See Section 2.04.11 for a full discussion of the <br />potential for impacts to rare and endangered species, and USFWS <br />required conservation measures. <br />The Applicant believes it is practicable to show a trend toward <br />enhancement of fish and wildlife resources at the time revegetation <br />has been successfully completed. This enhancement will be in the <br />form of covering all or a portion of the evaporation ponds with <br />approximately 6" of clean fill. The evaporation ponds currently <br />have an odor that likely affects wildlife use of the area. Covering <br />some or all of this area will reduce this odor problem. Please see <br />Map -11 for location of clean fill placement. <br />See section 2.05.4 for a discussion of the Applicant's plans to <br />control wind and water erosion from the evaporation ponds that will <br />be covered with 6" of clean fill. <br />Electric power lines constructed on the permit area will be designed <br />and constructed to minimize electrocution hazards to raptors. An <br />example of the cross arm configurations that may be used to <br />prevent avian electrocution are shown in Exhibit 17. <br />There are six areas where the rail will come within 1 00' feet of Reed <br />Wash. In these locations, Silt Fences (SF -10 through SF -13) and <br />pond 2 will be installed and are shown on Map -16. West of Reed <br />Wash, as the rail crosses Reed Wash two silt fences (SF -8 & 9) will <br />be provided and are shown on Map -16. <br />Permit Application 2.05 -46 01/12 <br />
