Overburden means for surface coal mining activities, materials of any nature,
consolidated or unconsolidated, that overlies a coal deposit, excluding topsoil.
The proposed loadout is not an underground mine or a surface mine, therefore
no overburden is removed, handled or stored.
(a) A surface blasting plan is not required for the construction of the loadout facilities.
