Mine Site Inspection <br />Mine Name: Bowie #2 Mine (Underground) <br />Permittee: Bowie Resources, LLC <br />Permit ID #: C- 1996 -083 <br />Inspection Date: January 7, 2015 <br />Start Time: 7:50 a.m. <br />Inspection Type: Coal Partial- Independent <br />Weather Conditions: Clear, 350, snow covered (8 -10 ") <br />Participants: <br />Bill Bear, Bowie Resources, LLC <br />Susan Burgmaier, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Spencer Shumate, Office of Surface Mining Reclamation and Enforcement <br />( OSMRE) #545 <br />Background: <br />This was a partial independent oversight inspection chosen by OSMRE to follow up on <br />previous deficiencies and various maintenance concerns identified as part of <br />OSMRE /DRMS joint partial inspection conducted during May 2014. OSMRE provided <br />notice of the inspection to DRMS 24 hours prior to the site visit. Susan Burgmaier and <br />Bill Bear attended the inspection. <br />The Bowie #2 Mine is actively performing longwall operations at mining panel 16. Bill <br />Bear provided additional information during the inspection that two trains were <br />scheduled to be loaded later in the afternoon. Bowie #2 presently employs 202 <br />employees. Coal is currently being purchased from the Elk Creek Mine and hauled to <br />the Bowie #2 Mine for washing and resale (observed during inspection). <br />Coal Mine Waste (Rules 4.10 and 4.11) <br />No activity was taking place at Gob Piles #1 and #2 at the time of inspection. Due to <br />the winter weather and amount of snow cover present, the operator informed us that <br />reclamation will most likely not resume until spring. However, it is apparent that the <br />operator was very proactive at Gob Pile #2 in their preparation for winter snow <br />accumulation and the expected runoff that will accompany warmer temperatures by <br />constructing their gob material in "windrows ". This type of mitigation should most <br />certainly help achieve drainage control during this time and prevent any uncontrolled <br />drainage on the face of the lower benches of this gob pile. <br />Refuse material from the wash plant was observed being hauled and dumped in the <br />Gob Pile #3 area at the time of inspection. Cover material was also observed being <br />excavated and hauled to the stockpile salvage area. <br />No activity was observed at Gob Pile #4 during the time of inspection. NOTE: Although <br />the amount of snow cover present is normally limiting, it is apparent that significant <br />progress has been achieved since the May 2014 inspection.
