1. Bridges are preferred to culverts in any place where <br /> the grade is extremely flat, and shall not be less than the <br /> width of the ditch at that point in length. They shall be <br /> placed on substantial sills on each side to prevent settling, <br /> with spacers below ditch bottom to prevent the bottom of the <br /> sills from moving inward. The bottom of the stringers or <br /> upper structure of the bridge shall be one foot above the high <br /> water line. <br /> 2. Culverts. Culverts or pipes must be of adequate size <br /> to provide free flow of water and must be placed low enough <br /> to afford maximum cross-section at the water carrying level <br /> of the ditch. Either a pre-formed metal or a concrete or <br /> masonry heading shall be installed on all culverts or pipes <br /> to prevent erosion around the heading and to minimize lodging <br /> of trash. <br /> 3. Pipelines. Permanently installed pipelines across <br /> the ditch shall be installed below ditch bottom well below <br /> the depth any cleaning operation is likely to reach and in any <br /> case not less than two feet. All pipe placed under the ditch <br /> right-of-way shall be metal pipe of adequate strength to <br /> withstand stress from maintenance equipment. Backfill shall <br /> be tamped to not less than original density, with no organic <br /> matter incorporated therein. Sod removed from the bank above <br /> the water line shall be replaced in such a manner as to insure <br /> regrowth. <br /> III. Exceptions. The above requirements apply to permanent <br /> type installations and are not intended to inhibit the use of <br /> electric fences, or temporary wire fences, or irrigation pipe. <br /> It shall be the responsibility of the landowner, in such cases, <br /> to remove any wire or pipe before any company operation such <br /> as cleaning, moss removal or repair work. <br /> J <br />
