January 7, 2015 C- 1996 - 083 /Bowie No. 2 Mine SLB <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds B, C, D, F, and J all held water and were covered by ice and snow. None of the ponds were being pumped <br />or discharged. Pond K was dry. <br />Most ditches were snow covered. Water was flowing in ditches D -C6 and D -C14 as a result of the water treatment <br />plant discharge and spray water used in the coal handling system. No other water flow was observed on site. <br />Ditches were being maintained near the intersection of Bowie Road and the Gob Pile 43 haul road. <br />The Terror Creek Vent Shaft berm and silt fence were in place as required in the permit application to treat runoff <br />from this designated small area exemption (SAE). <br />Culvert K2, identified as needing maintenance during the last Division inspection, was clear and functional. <br />PROCESSING WASTE /COAL MINE WASTE PILES Rule 4.10 and 4.11- Drainage Control; Surface <br />Stabilization; Placement: <br />Gob Pile #1 was idle and snow covered during the inspection. The Division is currently reviewing a technical <br />revision application requesting a variance from the refuse pile construction requirements to allow a small area of <br />the pile to be constructed with a 1.5:1 outslope. <br />Gob Pile 92 was also idle. Refuse material had been placed in windrows on the upper bench. The operator <br />indicated that the windrows would likely remain in place through the winter months to allow for drying to <br />optimum moisture content for compaction. When weather conditions allow, the dry windrowed material will be <br />mixed with wetter material directly from the wash plant prior to compaction. <br />Since the last inspection, BRL compacted a considerable amount of material in the "TR 76 Expansion Area" that <br />merges Gob Pile 42 with Gob Pile #4. The snow cover precluded an accurate estimate of the remaining material <br />to be graded, but it appeared that the back slope of this area was at or near the original ground surface, and there <br />was an area approximately 75' x 150' and 20' high remaining to be compacted. <br />Gob Pile 93 was active during the inspection. Refuse material from the wash plant was being dumped in the <br />eastern drying area for drying and rehandling. When the refuse is sufficiently drained, it can be windrowed in the <br />active compaction area for additional drying and mixing with wet material. Care should be taken to ensure that <br />positive drainage is maintained at the toe of the drying area to prevent pooling, as required by Rule 4.09.2(7). <br />Refuse material had been placed in windrows in the central area of the pile for subsequent grading and compaction <br />as weather conditions allow. Refuse material had also been recently placed in the western drying area. Cover <br />material was being salvaged from the eastern drying area and transported to the adjacent coverfill stockpile. The <br />operator was preparing the Gob Pile 92 haul road to facilitate haulage of Gob Pile 43 cover material to Gob Pile <br />#2. The material will be spread as weather conditions allow, or otherwise temporarily stockpiled on Gob Pile 92 <br />as outlined in the currently approved operation plan. <br />Gob Pile 94 was idle and snow covered.
