Spencer Shumate of the Office of Surface Mining <br />Reclamation and Enforcement ( OSMRE). As outlined in OSMRE's 2014 Annual Evaluation Report for the <br />Division of Reclamation, Mining, and Safety, OSMRE conducts independent inspections to provide insight into <br />the effectiveness of state regulatory programs by evaluating the compliance status of mines in each state. <br />Bill Bear of Bowie Resources, LLC (BRL) was present during the inspection. Weather conditions at the time of <br />the inspection were clear and cool, approximately 35 °F. There was about 8 " -10" of snow on the ground, <br />obscuring detailed observations in most areas. <br />Bowie Resources, LLC is currently longwall mining Panel 16 of the B Seam, west of Terror Creek; two trains <br />were scheduled to be loaded later in the day. There are currently 202 employees at the mine. Coal purchased <br />from the Elk Creek Mine continues to be hauled to the Bowie No. 2 Mine for washing and sale; the operator <br />indicated that nearly all of the coal purchased had been transported and that hauling would end soon. Refuse <br />material was being hauled to Gob Pile #3. <br />All maintenance requirements identified in previous inspections had been completed with two exceptions: <br />Weed spraying site wide, in particular along the Pitkin Mesa Pipeline corridor.
