Ms. Richardson
Page 5
January 12,2015
23. The proposed post-mining land use includes developed water resource. As such, the Division
requests information on how water will be conveyed in and out of the reservoir. The
Reclamation Plan does not indicate where the inlet and outlet facilities will be located. Please
provide the Division with the general location of these structures and identify them on the
Reclamation Plan Map. Also, provide the Division with design specifications of any inlet and
outlet facilities. If the location of these structures needs to be changed in the future, it can be
done through a Technical Revision to the permit.
24. The Applicant has indicated the seed mix to be used during final reclamation of the site is
from the originally approved application. The Division conducted a file review and found
that the currently approved seed mix was submitted with Amendment No. 2. The currently
approved seed mix contains three additional grass species which are not included in the
submitted seed mix. The Division recommends using the currently approved seed mix as it
contains a greater diversity of native species. A copy of the approved seed mix has been
enclosed with this letter. Please respond.
25. Please specify the type, rate and application method for mulching on reclaimed areas. In
addition, please provide a justification for not using mulch on the vegetation islands.
26. Table E-1 of the Reclamation Plan specifies that the undisturbed areas will account for 62.61
acres of the 271.61 acre permit area, or that 209 acres would be affected. However, the
Introduction Section of the Application states the undisturbed or affected area is 210 acres in
size. Please clarify if the disturbed area will account for 209 or 210 acres and make the
necessary changes to the application.
27. The Reclamation Plan states that portions of the existing roads in the permit area will be
removed. Please specify the dimensions of any haul roads which will need to be reclaimed.
28. The Reclamation Plan shows the north platform and the processing area will drain offsite
following the completion of reclamation. Please specify what erosion/stormwater controls
will be put in place following the completion of grading in these two areas. It generally takes
a minimum of two growing seasons for vegetation to establish. Runoff from these areas must
be controlled until an adequate cover of vegetation has been established.
6.4.6 Exhibit F—Reclamation Plan Map
29. The Reclamation Plan Map does not depict an access road into the reservoir area. If there
will be an access road then it must be depicted on the Reclamation Plan Map. Otherwise
describe how the reservoir would be accessed for site maintenance or possible reseeding of
the vegetation islands.
30. The Reclamation Plan Map depicts a road entering on the south end of the permit boundary.
Please clarify if this will be a permanent feature.
