Ms. Richardson
Page 2
January 12,2015
6.4.2 Exhibit B—Index Map
No comment.
6.4.3 Exhibit C—Pre-mining and Mining Plan Map(s)of Affected Lands
2. The `Introduction' section of the submittal states the purpose of submitting the Amendment
Application was to correct a small error in the permit boundary. Please describe the error in
the permit boundary and explain how it was corrected. The Applicant should note that
removing any portion of the mine site from within the currently approved permit boundary
requires a separate permitting action.
3. The map labeled `C-2: 2010 Conditions' depicts water at the bottom of the quarry. Please
specify if the pit currently contains water and identify the source of this water, e.g.
groundwater or surface runoff. Also, demonstrate the operation is in compliance with all
applicable Colorado water laws and regulations governing injury to existing water rights.
Exposure of groundwater requires, at a minimum, a well permit and substitute water supply
plan. Stormwater that is captured by the pit must infiltrate into the ground or be released to
the stream system within 72 hours. Otherwise, the Operator is responsible for replacement of
evaporative depletions.
4. The map labeled `C-2: 2010 Conditions' depicts several buildings immediately to the west of
the processing area located at the southwest corner of the site. Are these structures associated
with the quarry operation?
5. The map labeled `C-4: Cross Sections' states the vegetation islands will be planted with
rangeland shrubs. However, the seed mix provided as part of the Reclamation Plan does not
include shrub species. Please clarify if shrubs will be planted on the vegetation islands. If
shrubs are to be planted, then specify the species and seeding or transplant rate. If shrubs will
not be planted on the vegetation islands, then revise the Reclamation Plan Map accordingly.
6. The map labeled `C-4: Cross Sections,Detail B - Eastern Slope Information' states that
drilling and blasting will create benches on the eastern slope. However, the Mining Plan
states a continuous slope of 65°would be excavated on the east side. Please clarify if the
final grade will be one continuous slope or if the final grade will be achieved through
benching and revise the map or Mining Plan accordingly.
6.4.4 Exhibit D—Mining Plan
7. The Applicant has stated the permit boundary will be marked. Please note that Rule
3.1.12(2)(b)requires the Operator to delineate the boundary of the affected area, which
would be 210 acres of the total 271.61 acres permitted at the Ralston Quarry.
