Frank Ferris of Western Fuels- Colorado was present for the entire inspection. <br />The weather conditions were overcast, cool and the ground was dry. <br />FISH and WILDLIFE — Rule 4.18: <br />Four bald eagles were picking on a carcass by pond 9. Two of the eagles were immature and several <br />ravens and magpies were also in the area. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The culvert in ditch C9 just above pond 13 has been removed (photo 1). This culvert was not illustrated <br />on Map 2.05.3(3) -1 - Surface Water Hydrology. <br />The portable water pump by pond 13 has been removed. This pump was noted in the last inspection report as <br />being inside the stream buffer zone and it was unclear if there had been a variance. <br />Wooden posts were put in place along the permit boundary north of pond 13 (photo 2). These posts are to hold the <br />trench drain discharge pipe within the permit boundary when the pipe is installed. <br />The pond 11 emergency spillway was free and clear of obstructions. Several large rodent holes (possibly badger) <br />were noted on the pond 11 embankment west of the emergency spillway outlet (photo 3). One hole was also noted <br />on the northeast corner of the pond in the bottom of a gulley that had formed (photo 4). These holes need to be <br />repaired to ensure the stability of the berm.
