DFr 9 2014 <br /> Hatchery Pit -,M-2014-043 <br /> ,dequacy Review 03 DIVISION OF RECLAMATION <br /> MINING AND SAFETY <br /> On behalf of my client Albert Frei and Sons, Inc., I am responding to your second <br /> adequacy review letter dated December 19, 2014. I have included your review points that need <br /> to be addressed in the order presented so the questions and answers will be in the same document <br /> for easy reference. <br /> 6.4.5 EXHIBIT E -Reclamation Plan <br /> 15) Please clarify how the inert material will be placed into the pit. It is DRMS's understanding that the <br /> applicant plans to place inert fill into the pit in two separate main phases. The first phase the <br /> applicant will place inert material from the pit floor to roughly 10 below the final site elevation. The <br /> second phase will consist of placing fines and other material to bring the site to the final elevation. <br /> DRMS would request the applicant place both phases of the inert fill in 2 to 4 foot lifts. DRMS <br /> believes this method would help mitigate void space and settling. <br /> In Phase 2, backfilling will begin on the east side of the mined area and work west until the area is <br /> fill. The plan is to place the inert material, as it is delivered to the site, on the edge of the hole and <br /> push it in. Frei plans to fill to within 10 feet of the final elevation with the raw fill as it is <br /> delivered. Once a level enough area is created they will begin to creates a stockpile of well graded <br /> material from the delivered loads for future use or it will be placed on the areas that will not be <br /> redisturbed, until the final grade is reached. Frei will not agree to doing multiple lifts on the fill <br /> area from the shale to within 10 feet of the final grade in Phase 2. On the upper 10 feet where the <br /> material is better sorted and consists of well graded material Frei will agree to placing the material <br /> on 2 to 4 foot lifts. <br /> 30) Please provide a seeding rate for the western wheatgrass described in option 2. In the application, <br /> the applicant stated in the reclamation plan for option 2 that they would like to request release of the <br /> site after seeding has occurred. DRMS will not release the site until there is well-established <br /> vegetation to control erosion or the site is being developed as commercial or industrial land. Please <br /> change the permit text to reflect that. <br />
