2. The Surface and Subsurface Man -Made Features item on Page 3 of Section 2.05.3(3) refers the <br />reader to Map 2.05.3(3) -2. An additional reference should be included — for the Second Park <br />Lateral Irrigation Ditch Pipeline that skirts the southern perimeter of the permit area and is shown <br />on Map 2.04.7 -9. This structure needs to be protected, in accordance with Rules 4.04(5) and (6). <br />The list of roads in the first paragraph of the Haul Roads portion (Section 2.05.3(3) Page 4) does <br />not match the roads shown on Map 2.05.3(3) -3. The map shows the NW Haul Road, but not the <br />SE. WFC's 3/31/2014 adequacy response for TR -05 indicates that the system of haul roads may <br />be relocated away from the perimeter of the permit area and into the pit /disturbed area. Please <br />update the text and map to be consistent with each other. Please revise the permit when proposed <br />changes to the haul road configurations are known. <br />2.05.4(2)(b) — Reclamation Cost Estimate <br />1. The estimated reclamation costs for the New Horizon North Mine have been updated by the <br />Division to reflect 2014 unit costs. The revised reclamation cost estimate is $5,254,691.17. The <br />detailed cost estimate is attached for your review and comment. <br />2.05.4(2)(d) — Topsoil Redistribution <br />1. The introduction of this sections states that the bench 1 material will be placed between the <br />unweathered spoil and topsoil. On page 3, last paragraph, it states that "all of this suitable <br />material [bench 1 or free dig material] is placed immediately below the topsoil and subsoil in all <br />areas." Please clarify between which soil types the bench 1 material will be placed. <br />The text states on page 2 that the bench 1 material will be salvaged separately from the other <br />overburden materials. On page 13, it states that topsoil and the Progresso soils from the Garvey <br />property will also be stored in a separate pile (page 13). No explanation is given in the text where <br />the bench 1 material, topsoil or the Garvey Progresso soil will be stored. Please add additional <br />text that explains where the bench 1 material, topsoil and Garvey Progresso will be stored. <br />On page 13, the last sentence of the first paragraph states that Map 2.05.3(3) -3 has topsoil pile <br />configurations and slopes. The current Map 2.05.3(3) -3 of the permit illustrates the haul road. A <br />review of the permit reveals that there is not a map showing topsoil pile configurations and <br />slopes. Please submit a map showing the locations of the bench 1 material pile(s), all topsoil piles, <br />Garvey Progresso piles, pile configurations, slopes and volumes of each pile. Also, amend the <br />text to reference the correct map. <br />4. On page 17, the last paragraph references Map 2.04.9 -4 — NHN, Topsoil Salvage Map. The <br />correct map number is 2.04.9 -3. Please amend the text to reflect the correct map. <br />2.05.4(2)(f) — Fire Hazards <br />The permit does not contain the required description of contingency plans developed to preclude <br />sustained combustion of materials constituting a fire hazard. Please amend the permit to address <br />this topic. <br />2.05.5(1) — Post Mining Land Use <br />New Horizon North Mine -6- 12/20/2014 <br />
