4. Proposed Map 2.05.3(3) -4 has been certified by a licensed engineer, but we would normally <br />expect to see a certification also include text which describes how the road was <br />constructed. The operator's commitments regarding construction — topsoil salvage, type of <br />materials, compaction, surfacing, etc., are spelled out in Section 2.05.3(3). The As -Built <br />certification should describe the methods used in construction, verifying that the road was <br />built according to the approved plan. <br />5. Ideally, the Map's plan view should also show how the roadway ties into the County Road. <br />In this case, the County Road at the eastern terminus is not even identified or depicted on <br />the map. <br />6. An updated Table of Contents for Section 2.05.3(3) needs to be submitted, which lists the <br />new map. Also, the text should be updated to direct the reader to the As -Built certification. <br />This concludes my preliminary adequacy review of the TR -08 application.
