Talvitie, P.E. <br />Subject: New Horizon North Mine (Permit No. C- 2010 -089) <br />TR -08 - Southeast Haul Road As -Built Certification <br />Adequacy Comments <br />In accordance with Dan Hernandez' 28- Nov -2014 request, I have reviewed the TR -08 <br />application for adequacy with respect to the approved roadway design found in the permit. <br />The TR -08 application includes a new Map 2.05.3(3) -4— Southeast Coal Haul Road As- Built, and <br />no revised permit text. <br />Haul Roads for the New Horizon North Mine are addressed in the following sections of the <br />approved Permit Application Package (PAP): <br />• Section 2.05.3(3) — Mine Facilities (revised with TR -03 and again with TR -05), pages 4 -9 <br />• Map 2.05.3(3) -3 — Haul Road Alignment and Details (not revised since permit approval in <br />June -2012) <br />My comments are provided below, for your use in issuing a Preliminary Adequacy Review to the <br />operator. <br />1. It appears that what is now being termed the "Southeast Coal Haul Road" is actually the <br />first 1000 ft of the eastern end of the approved West Haul Road. This change in <br />nomenclature is confusing, and creates a challenge in comparing the as -built road with the <br />approved design. There is no "Southeast Coal Haul Road" on the approved map. <br />2. The table on permit Map 2.05.3(3) -3 shows that the minimum width for all haul roads will <br />be 40 feet. Cross sections provided on proposed Map 2.05.3(3) -4 appear to indicate that <br />the roadway was constructed to a width of approximately 30 feet. <br />3. The Typical Cross Sections shown on permit Map 2.05.3(3) -3 indicate that the side slope of <br />the roadway will vary between 3h:1v and 5h:1v. The as -built sections shown on proposed <br />Map 2.05.3(3) -4 are highly variable and outside this range on one side of the road, and are <br />not labeled on the other side. <br />
