EXHIBIT E <br /> RECLAMATION PLAN AND TIMETABLE <br /> RECLAMATION PLAN <br /> The proposed future use is to back fill the excavated area and <br /> level the property so it can be developed for commercial uses . <br /> This site contains 4 lots which are zoned agricultural in Adams <br /> County. The intent is to have the entire area zoned commercial <br /> at some point so this permit request contains a duel reclamation <br /> plan that provides for eventually allowing commercial development <br /> on the land. If Option 2 is used, the operator will file a <br /> Technical Revision with the Division showing the specific <br /> development plans for the site. Both plans call for backfilling <br /> the excavated areas as shown on the Reclamation Plan Map. During <br /> and after mining ends the site will be operated as an Inert <br /> Material landfill until it has been completely backfilled as <br /> shown on MAP EXHIBIT F-RECLAMATION PLAN MAP. This Inert Materials <br /> landfill may operate up to 15 years after mining ends before <br /> enough material is delivered to complete filling. <br /> A signed and notarized inert fill affidavit as required in rule <br /> 3 . 1 . 5 (9) , is provided in the Appendix section of this packet . <br /> The operator will commit to notifying the Division when they <br /> begin to import inert fill material into the mine. In Phase 1, <br /> only on-site generated materials will be used to backfill the <br /> mined area so no affidavit is needed for that area. <br /> See Figures E-1, E-2 and E-3 for the various reclaimed scenarios <br /> discussed in this plan. Figure E-1 shows the area as if it were <br /> totally backfilled and seeded but not yet developed as <br /> commercial/industrial area. Figure E-2 is drawn as described in <br /> Option 1 but only partially backfilled and seeded. Figure E-3 is <br /> Option 2 with only the mine perimeter and undisturbed areas shown <br /> as revegetated and the commercial/industrial development <br /> envelopes, left as unseeded. <br /> The estimated amount of fill to be placed in Phase 1 is 247, 000 <br /> yd3 and in Phase 2 it is 1, 553, 700 yd3, for a total of 1, 800, 700 <br /> cubic yards . Adams County requires an Inert Materials <br /> Certificate of Designation (CD) permit for backfilling the Phase <br /> 2 area so a CD for the entire permit area will be obtained from <br /> the county. A copy of the permit will be provided to the <br /> Division upon receipt . <br /> 12(Revised 12/15/2014) <br />
