I, Jared Ebert of the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Mr.
Graham Roberts with Trapper Mining accompanied me during the inspection. The weather was partly cloudy and
warm during both days of the inspection.
EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09
Placement; Drainage Control; Surface Stabilization:
Horse Gulch Fill was observed. The face of the fill was stable. Slumps, bulges and large erosional features were
not observed. The side drainages appeared clear and functional.
FISH and WILDLIFE — Rule 4.18:
Deer were observed on the face of Horse Gulch Fill.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
The Division conducted an inspection of the majority of the culverts installed along the haul and access roads at
the Trapper Mine. The culverts installed at the site are depicted on Map M51 of the permit. Culvert A -13 is
plugged with sediment. It appears Trapper has attempted to un -clog this culvert with water hoses and metal
piping. According to Mr. Roberts, one of the pipes used to unclog the culvert has been caught inside the culvert
and could not be easily removed. Trapper is evaluating other options to clean out this culvert. Trapper has
excavated a small basin at the inlet of culvert A -13. Culvert D -12 could not be located during the inspection.
Trapper will need to locate this culvert and conduct any necessary maintenance in accordance with Rule 4.03.1(4).
Number of Partial Inspection this Fiscal Year: 4
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 19
