The pit will operate annually. The supply of aggregate is unknown, but is expected to last
indefinitely because of the limited use of the pit. Excavation will begin as soon as all permits have been
obtained. The equipment being used in the pit area will be trucks, and a wheel loader. All maintenance
of equipment will be off site. No water will be used in the mining process.Groundwater levels are
below the anticipated depths of mining. Any weed and vegetation will be taken care of by the operator
of the pit. Mowing and or spraying methods will be used to control vegetation.
EXHIBIT D-Reclamation Plan
The pit area lies within the banks of the normally dry Frenchman Creek.Vegetation cover only
occurs in dry periods. Flood waters periodically destroy any cover. No topsoil will be replaced in the
bottom of the creek channel, due to it being washed downstream by heavy rainfall. Because of this, no
re-seeding will occur in the bottom of the creek bed after mining of gravel is complete. If any of the
creek banks should become disturbed, such banks will be back sloped from the bottom of the creek to
the bank no steeper than 3:1. Most of the current creek banks are grassed, with steepness of 5:1 to 25:1
slopes. In the event that banks are disturbed, those banks will be re-seeded.The Haxtun Natural
Resource Conservation Service has been contacted for re-seeding requirements.Their
recommendations are included.
In agreeing with the landowner, the main reclamation plan is to return the pit site to a dry creek
bed, which is its present state. Allowing flood waters to flow smoothly. All access roads will not be
reclaimed by request of the landowner,as those are beneficial to the landowner.
EXHIBIT E-Maps
Location Map
USGS Quad Map
Site Map
Mining Plan Map
Reclamation Map
EXHIBIT F-List of Other Permits and Licenses Required
City of Holyoke has obtained a local county zoning permit. The city is also checking with the U.S.
Corps of Engineers, the Air Quality Control Commission, and the State Historic Preservation Officer
regarding necessary permits for the operation
EXHIBIT G-Source of Legal Right to Enter
The City of Holyoke has a written agreement with the landowner to mine gravel.
A copy is attached.
EXHIBIT H-Municipalities within a Two-Mile-Radius
City of Holyoke,407 E.
