November 5, 2014 C- 1981- 008/New Horizon Mine BFB <br />emergency spillway culverts (3) were free and clear of obstructions. <br />Ponds 7 and 8 (photo 3) contained water but were not discharging. <br />Ditch C 18,south of the facilities area is congested with cattails and needs to be cleaned. <br />The outslope of the Pond 8 embankment was mostly annual vegetation (photo 4). This area needs to be re- seeded <br />with a better vegetative cover to provide protection against erosion. <br />Ponds 009, 012, and 015 did not contain water. <br />Water from the high wall area and the trench drain pit was being pumped to Pond 11 by 2 portable diesel pumps. <br />A water pump appeared to be located within the Stream Buffer Zone by Pond 13 (photo 5). It is unclear if a <br />variance has been obtained for this pump. The permit is currently being reviewed. <br />GENERAL MINE PLAN COMPLIANCE: <br />Dan Hernandez and I met with Elmer Burbridge on November 4, 2014 to discuss some concerns he has <br />regarding his property within the permit boundary. He owns the property that is northeast of the 2700 RD and W <br />5'h Ave. intersection ( 420 on the Surface Ownership Map 2.04.3 -1). The following is a list of items Mr. Burbridge <br />would like to have changed: <br />1. He would like to graze the area around Pond 8 during the summer months. WFC only allows grazing the area <br />from Oct -Apr and an electric fence has to be installed to keep the livestock off the alfalfa field surrounding Pond <br />8. <br />2. Bury the black plastic irrigation pipe in the Pond 8 embankment (photo 4). There have been a few brush fires <br />on the embankment and Mr. Burbridge is concerned that the pipe could melt. Pond 8 is permitted as permanent <br />and as an alternative, he is open to having the pipe buried around the eastern side of the pond. <br />3. Increase the water level in the pond to the top of the metal CMP spillway pipe (photo 3). This increased water <br />level is needed for agricultural reasons. <br />4. The irrigation line on the eastern Burbridge property line is 6 inches in diameter and gravity fed from the <br />headgate of the West Lateral Ditch. Mr. Burbridge claims there is not enough capacity in the current configuration <br />to transport all his shares of water to properly irrigate his land. <br />5. The outslope of the Pond 8 embankment is not well vegetated (photo 4). <br />6. The water in the wells replaced by WFC has gone bad and Mr. Burbridge would like them replaced. <br />Dan Hernandez and I are planning to meet with the mine manager during the December inspection to discuss these <br />issues. <br />The mine records for the New Horizon 2 and New Horizon North Mines (along with some mine offices) were <br />stored in the house east of the mine office and training building. This house is currently not within the permit <br />boundary and is being used for mine operations.
