They will then need to construct a small ditch and <br />breach the topsoil stockpile to allow the water to drain out and continue to drain. (Note: On 4 December 2014 the <br />operator provided photographic documentation that the work at the topsoil stockpile had been completed.) <br />- Although not specifically measured, the GVB pad and road sizes and locations for longwall panels 18 and 19 <br />have been noted in several previous inspection reports. It was apparent in the field that the majority of the drill <br />pads were larger than the 150'x150', which is the permitted size. Besides pad and road areas being larger than <br />permitted (per Exhibit 2.04 -E3, Item 9), in many cases they were constructed in the wrong locations (per Drawing <br />2.05 -M1, Sheet 6 of 6). This information has been provided to the operator previously and, if necessary, another <br />copy of this information can be sent. The overall increase in disturbance due to larger pads and roads is <br />approximately 28.6 acres. This discrepancy will need to be fixed in the appropriate exhibit, on the appropriate <br />map and accounted for in the reclamation cost estimate.
