October 28, 2014 C -1981- 038 /Bowie No. 1 Mine MLT <br />SUPPORT FACILITIES - Rule 4.04: <br />• Disturbed areas at the Well Field were reclaimed in 2008 -2009. Trucks and horse trailers <br />were parked on an area northeast of the water tank that had been topsoiled and seeded (Photo <br />1). <br />• We observed two cast iron water valves protruding from the ground within the disturbed area <br />west of the Well Field water tank. These were later confirmed by the operator to be valves <br />on the Pitkin Mesa Waterline and unrelated to the Bowie No. 1 Mine. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• The West Mine Ponds W -1 and W -2 were both dry, and the embankments and side slopes <br />were well vegetated and in good condition. Disturbance markers were in place (Photo 2) to <br />delineate those areas which will be re- disturbed when the ponds are removed and the channel <br />of East Roatcap Creek is reconstructed. <br />• The Timber Storage Area Pond was also dry. The Division approved TR -58 in June 2014, <br />which cleared the operator to reclaim the pond. There exists a segment of Collection Ditch, <br />approaching the pond from the south, which also needs to be regraded when the pond is <br />reclaimed (Photo 3). The reconstructed segment of Stevens Creek was dry, and the <br />remaining silt fence had been removed. <br />• Beneath the West Ridge Waste Pile is a sedimentation pond that collects runoff from the pile. <br />This pond works in series with Ponds 3 and 4, which are located downstream. Approved <br />designs for the West Ridge sedimentation pond are found in Permit Volume 6A. Spillways <br />and the dewatering device are identified in Photo 4, and were found to be clear. <br />• At the East Mine, Pond 1 was dry, but the bottom of Pond 2 was muddy. Pond 3 retained a <br />small pool of water, and Pond 4 was dry. The embankments and side slopes appeared to be <br />in good condition. <br />• Ditch 7, the riprapped ditch that runs steeply down the reclaimed slope at the East Mine, was <br />in good condition and the riprap was intact (Photo 5). <br />• The Loadout pond was nearly dry, and the Farmers Ditch beneath it was not flowing. The <br />binwall structure was in good condition and the spillways were clear. The Highway Coal <br />Storage Pond was dry. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />• At the West Mine, topsoil thickness was checked at 13 places (Photo 6). Approximate <br />locations of the test holes are shown on Photo 7 (taken 14- May- 2014). At five locations we <br />could dig no further due to the presence of rocks, but no backfilled spoil was encountered in <br />any of the holes.
