The Bowie No. I Mine was selected by OSM as one of three Colorado permits <br />to be reviewed in the Complete Oversight Inspection category during Evaluation Year 2014- <br />2015. Skies were clear, and temperatures were mild. <br />This report also documents a surety release inspection conducted on the afternoon of October 28, <br />2014 for the Bowie No. 1 Mine, application number SL -05. Duane Matt of OSM, Desty Dyer, <br />Bureau of Land Management (BLM) and Jim Stover, P.E., J.E. Stover & Associates, participated <br />in the surety release portion of the inspection. <br />PERMITTING UPDATE: <br />SL -05: The application was deemed complete on 10/23/2014. GCC re- noticed the application <br />between 10/29 and 11/19. Public comments are due by 12/19/2014. <br />SIGNS AND MARKERS — Rule 4.02: <br />• A pair of new mine identification signs had been posted on the southwestern end of the rail <br />spur at the two locations noted in the Division's report for the 10/15/2014 inspection. <br />• Surface disturbance markers were not found at two resource confirmation drill pads (2011 -1 <br />and 2011 -2). Markers are required for all areas affected by mining, in accordance with <br />Rule 4.02.3. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />• The reclaimed (permanent) access road that ascends across the East Mine was well <br />maintained. A series of water bars had been recently installed to direct flow from the <br />roadway surface into the roadside ditches. <br />• A segment of silt fence where the roadside ditch leaves the disturbed area, on the hairpin turn <br />west of the West Ridge Waste Pile, is in need of repair. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 3 Page 2 of 15 <br />
