The images were downloaded and reviewed by Janet Binns of CDRMS on 12/8/2014. This report is <br />the result of analyses of the aerial images by Janet Binns. <br />The Yoast Mine is a reclaimed surface coal mine. Portions of the mine have received various phases of bond <br />release. The aerial images show that the site is snow covered and roads are snowcovered, <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The regraded slopes were visible and highlighted by the snow cover. Overall, the majority of the regraded <br />slopes appear stable. Previously identified areas of instability (2011 slides & slumps) do not indicate new <br />movement. These specific locations include; Pond 12 slide, Pond 13 slide, and Neck Pit slide, <br />The steep slope on the north side of Pond 12 is south facing and still thin on vegetation. As a result, the snow <br />cover melts off sooner leaving this slope exposed. In spite of the lack of snow insulation, the slope appears stable <br />with no evidence of recent sloughage or gullying. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds were visible in the digital imagery. All ponds appear to hold a frozen pool of water and were snow <br />covered. Ponds visible in the digital images include; <br />Pond 10. Pond 10 is slightly lower in elevation than the other ponds at the Yoast mine.
