SL -15, (Permit No. C- 1981 -010) <br />11/25/2013 <br />Participants: <br />Christine Belka, Office of Surface Mining (OSM) <br />Jared Ebert, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Graham Roberts, Operator Representative <br />Spencer Shumate, Office of Surface Mining (OSM) <br />Jared Smith, Colorado State Land Board (CSLB) <br />I participated in a phase I bond release inspection for 120.4 acres of disturbance (Ashmore (AB), <br />Kimber (KA), East Flintlock and Flintlock pits (Z)) within the Trapper Mine permit area. The <br />specific areas to which this bond release applies to is: <br />T5N, R90W Portions of Section 6 <br />T6N, R90W Portions of Section 31 <br />T6N, R91 W Portions of Section 35 <br />The Trapper Mine is a surface coal mine permitted and operated by Trapper Mining Inc. and is <br />located 6 1/z miles south of Craig, Colorado. Land for which bond release has been requested is <br />State and privately owned, and the coal was federally owned. OSM is a co -payee on the <br />reclamation surety bond. Trapper Mining Inc. has requested a phase I bond release. There is a <br />surety bond in place in the amount of $30,173,724. However no reduction in the amount of the <br />bond is sought with this bond release application. DOGM administers the bond release process <br />in part through the State- Federal Cooperative Agreement found at 30 CFR, Part 906.30. <br />Prior to and after this evaluation I reviewed the bond release application (September 23, 2013) <br />and other pertinent documents. We met with Graham Roberts on the morning of November 20, <br />2013. Mr. Roberts provided a brief overview by orienting the participants to the areas under <br />consideration for bond release and briefing us on the area's reclamation. The weather was <br />approximately 37 degrees with periods of intermittent rain during the on- the - ground inspection <br />of the site. All areas to be inspected were accessible and visible. The inspection started at <br />approximately 7:45 a. m. We then proceeded to evaluate parcels AB- 13(15.6 ac), ZA- 13(75.4) <br />and KA -13 (29.4 ac). <br />BackfiWGrading <br />All Sites <br />
