Box 483 <br />Paonia, CO 81428 <br />Re: Bowie No. 2 Mine (Permit No. C- 1996 -083) <br />Technical Revision No. 95 (TR- 95) <br />Borrow Area West of Gob Pile #3 <br />Dear Mr. Bear: <br />The Division has completed a preliminary adequacy review of the technical revision application (TR -95) <br />submitted by J.E. Stover & Associates, Inc. for the Bowie No. 2 Mine. The revision proposes to construct a <br />borrow area west of Gob Pile #3. We have the following comments regarding the minor revision application. <br />1. Revised page 10 of Volume XI, in the second paragraph, indicates that 42,591 cubic yards of topsoil have <br />been or will be salvaged. The value on the currently approved version of page 10 is 41,092 cubic yards; BRL <br />is proposing to increase the value by 1,499 cubic yards. Proposed Appendix A indicates that there will be <br />1,033 cubic yards of material salvaged in the borrow area. Please review the apparently conflicting topsoil <br />salvage volumes presented on page 10 and Appendix A of Volume XI and revise the appropriate page for <br />consistency. <br />2. As discussed during the Division's November 5, 2014 site inspection, there is currently no structure (ditch or <br />culvert) in place to route drainage from the proposed borrow area to Pond K. As currently permitted and <br />constructed, the runoff from this area flows through a silt fence toward the railroad track and a Terror Creek <br />Loadout culvert. Please develop a plan to route disturbed area drainage from the proposed borrow area <br />to Pond K or provide detailed design information for an alternate plan to meet the requirements of Rule <br />4.05.2(1). Please provide design information, in accordance with Rules 2.05.3(3)(b) and 2.05.3(4)(a), for <br />any structures that will be proposed. Please also revise Maps 15 -1, 20, and 21 -1 to include the proposed <br />drainage control structures (Rules 2.05.3(4)(a)(i)(8) and 2.10.1(1)). <br />3. Also discussed during the November 5, 2014 site inspection, is the apparent inaccuracy of the disturbed area <br />boundary on Maps 18, 26, and 32.
