Water was flowing between the windrows of refuse and into Ditch F4 via the <br />temporary location of Ditch F 10. <br />The East Diversion Ditch and Ditch F4 had been recently maintained. <br />Cover material excavated from the Gob Pile 93 east area had been placed on the upper portion of the west end of <br />Bench #2. The cover material will be spread to the required 3.5' depth after the operator has hauled all of the <br />material required to cover the entire west side of the bench. Stockpiling of cover material on the second bench is <br />consistent with the approved permit application package, as revised under TR -94. <br />Gob Pile #3 <br />Operations on Gob Pile #3 were idle at the time of the inspection. <br />A considerable amount of refuse material had been removed from the West Drying Area since the last Division <br />inspection. The material had been placed in the central area of the refuse pile for grading and compacting. <br />Refuse material had been placed in windrows on the southeast area of Gob Pile 93. Water from the refuse material <br />was draining between the windrows to Ditch J3 and Pond J. <br />Cover material was still being salvaged on the east side of Gob Pile #3, in the footprint of the former West <br />Coverfill Stockpile, although salvage equipment was idle at the time of the inspection. Material excavated in this <br />area was hauled to Gob Pile #2 or placed in the South Coverfill Stockpile. Remaining material will be placed in <br />the North Coverfill Stockpile or hauled to Gob Pile #2 for Bench #2 cover or stockpiled for future reclamation on <br />Gob Pile #2. <br />Large diameter rock (approximately 30 ") had been placed at the toe of the coverfill excavation area (east end of <br />Gob Pile #3). The operator indicated that the rock would be placed to function as an underdrain for the approved <br />East Drying Area. The temporary rock drainage is permissible while the area functions as a drying area and if the <br />rocks are not covered in refuse material or mixed with the refuse material. Should BRL elect to construct an <br />underdrain for the future expansion of the constructed refuse pile in this area, designs must be submitted and <br />approved in accordance with Rule 4.10.3(1). <br />Gob Pile #4 was inactive at the time of the inspection. <br />REVEGETATION Rule 4.15 Vegetative Cover; Timing: <br />The operator had recently burned the weed cover, including the Russian Knapweed, in the vicinity of Pond D. No <br />other weed control had been initiated since the last inspection. Weeds observed on site were dormant or going <br />dormant, so spraying at this point would not likely be effective. A considerable amount of weed control was <br />accomplished over the summer and early fall months, but there are significant weed infestations remaining <br />sitewide (including the Pitkin -Mesa pipeline corridor, gob vent borehole sites, Pond J, and the topsoil stockpiles) <br />that will need to be treated as soon as weather conditions allow in the spring. <br />The east side of the conveyor belt, between Culverts B9 and B 13 had been recently regraded to maintain sediment <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 4 of 15 <br />
