TECHNICAL REVISION NO./ <br />NOVEMBER 25, 2014 <br />TURNPIKE MINING RESOURCE DRMS PERMIT NO. M- 2004 -009 <br />ASPHALT SPECIALTIES CO., INC. ( "ASCI ") <br />Based on a site monitoring inspection performed by the DRMS on September 23, 2014 on the Turnpike <br />Mining Resource site, four corrective actions requiring a response by ASCI were noted and documented <br />in a follow -up inspection report. Two of those corrective actions have been previously addressed and <br />the corrective action (No. 3) requiring a Technical Revision ( "TR ") has been prepared to address a <br />change in activity on the mine site and to show an increase in mining area within Cell 3 (contained <br />within the permit area) due to the removal of oil and gas facilities and transfer lines and also due to <br />flooding of Boulder Creek in September 2013. These changes are noted on the revised Exhibit C -2 <br />(Mining Plan) submitted along with this text. Also included is a revised "Exhibit L- Reclamation Costs" <br />showing an increase in the bonding requirement due to additional stockpiling of imported hardened <br />concrete and asphalt that could not be buried onsite as part of backfilling the mined -out sand and <br />gravel. <br />CORRECTIVE ACTION 2: The current mine plan needs to be updated to show changes in mining <br />locations due to the removal of oil and gas facilities and to also show a new area devoted to the <br />processing of hardened asphalt and concrete brought onto the permitted mine area for crushing and <br />screening into recycled products used for construction purposes. <br />RESPONSE TO CHANGES IN THE MINE PLAN DUE TO OIL AND GAS FACILITIES REMOVAL AND <br />ADDITIONAL AGGREGATE RESOURCES FROM FLOODING OF BOULDER CREEK: Cell 3 within the <br />central area of the permitted mine site is to be expanded from approximately 4.5 acres that was <br />remaining to be mined from AM -2 in 2012 to approximately 22 acres with this TR. The western <br />area and some of the former central area of this cell had been previously mined but not <br />backfilled. These areas were somewhat scoured and then filled with sand and gravel deposits <br />from flooding of Boulder Creek in 2013. The aggregate reserves deposited in this area are not as <br />much as what was in -place as virgin material, but is deemed economic to re -mine and process. <br />The eastern area of Cell 3 will also now be mined as it no longer contains any oil and gas <br />facilities. All oil and gas facilities have been removed in Cell 3. Most of this area had been used <br />for a fixed sand and gravel processing plant and stockpiles. Cell 3 will be backfilled as was <br />originally approved in AM -2 with overburden (from the eastern area of Cell 3) and natural fines <br />from product processing. See revised Exhibit C -2 Mine Plan -Sheet 1. <br />RESPONSE TO CHANGES IN MINE SITE ACTIVITY: ASCI is setting up an area in the central portion <br />of the permitted mine site to process hardened asphalt and concrete imported into the site <br />
