No <br />discharge was occurring. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The King I refuse pile appeared to be unchanged from conditions observed during the <br />October 23, 2014 inspection. A number of end - dumped loads of coal mine waste are <br />awaiting placement and compaction along the northern margin of the pile, where they will <br />fill -in the former diversion ditch channel. <br />Timber cleared during construction of the new diversion ditch is piled at the western end of <br />the refuse pile surface (Photo 3). This material needs to be removed from the refuse pile. If <br />this material were to be mulched, and stockpiled elsewhere, it might be useful in reclamation <br />of the site (providing supplemental organics to the growth medium). <br />SUPPORT FACILITIES - Rule 4.04: <br />At King II, GCC has made refinements to an area beneath the belt on the belt portal bench. <br />Historically, water has dripped from the belt onto the edge of the bench, creating a puddle <br />which then overflows southward down the slope toward Stack Tube 91. An extension to the <br />vertical drain pipe (Photo 4) has been constructed to direct the water into a section of culvert <br />pipe previously installed to protect the berm at this location. <br />• The October 23, 2014 inspection report noted that material cleared from the surface of the <br />belt portal bench, which included some coal, had been pushed up onto the protective berm. <br />The material was found to have been removed from the site. <br />At King II, we observed two "targets" that had been installed (Photo 5) in preparation for an <br />aerial photogrammetric survey of the facilities. Mr. Bird said the flight was accomplished, <br />and the data would be used to generate as -built topography for the King II surface facilities. <br />SIGNS AND MARKERS — Rule 4.02: <br />The sign at the entrance to the King I surface facilities (Photo 6) is not in full compliance <br />with the requirements of Rule 4.022(2). The name is shown as National King Coal, and the <br />address is different from that currently used by GCC for this permit. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 1 Page 3 of 6 <br />
