Skies were clear, and the temperature was cold. Windy <br />conditions prevailed throughout the inspection. <br />I contacted Tom Bird at the King II surface facilities upon my arrival. Mike McFarland, <br />Compliance Manager, accompanied me on the inspection of the King I and King 11 surface <br />facilities. <br />GCC renewed my Surface Safety Training at the King II scale house. The training is good for <br />one year. <br />PERMITTING UPDATE: <br />TR -20 Coal Mine Waste for Highwall Backfill at King L The Division issued a second <br />adequacy review on November 14, 2014. Mr. Bird said he is working with Trautner Geotech to <br />address the remaining adequacy issues. The Decision date is presently December 1, 2014. <br />Please request an extension, as appropriate. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• The East and West diversion ditches at King II were inspected and found to be in good <br />repair. <br />• The outlet ends of the West diversion ditch culverts that carry flow beneath the main haul <br />road are partially plugged with sediment (Photo 1), as noted in the Division's October 2014 <br />inspection report, and are in need of immediate maintenance. <br />• A small patch of ice was present at the southern end of the King II Sedimentation Pond <br />(Photo 2).
