The total surface area of the groundwater exposed at the DeBeque Pit must not exceed <br />0.78 acres, which results in a maximum evaporative annual loss of 2.47 acre -feet per year. <br />4. The annual water used for dust control at the DeBeque Pit shall not exceed 7.98 acre -feet <br />and the total product mined at the DeBeque Pit site shall not exceed 125,000 tons per year, <br />which results in 3.68 acre -feet of water lost with the mined aggregate for the third year of <br />operation. <br />5. Total consumption at the DeBeque Pit must not exceed these aforementioned amounts <br />unless an amendment is made to this SWSP. <br />6. Approval of this SWSP is for the purposes as stated herein. This office must first approve <br />any additional uses for which the water may be used. Any future additional historical <br />consumptive use credit given (e.g., agricultural water transfer) for this site must consider <br />all previous credits given. <br />7. All pumping for dust control shall be measured in a manner acceptable to the division <br />engineer. <br />8. Replacement water shall be made available to cover all out -of- priority depletions in time, <br />place and amount and shall be made available under the direction and /or approval of the <br />water commissioner. The replacement water that is the subject of this SWSP cannot be <br />sold or leased to any other entity. As a condition of subsequent renewals of this SWSP, <br />the replacement water must be appurtenant to this site until a plan for augmentation is <br />obtained. This SWSP does not allow for offsite water deliveries. All replacement water <br />must be concurrent with depletions in quantity, timing, and locations. <br />9. Adequate accounting of depletions and replacement must be provided to the Division <br />Engineer in Glenwood Springs (Alan Martellaro, P.O. Box 396, Glenwood Springs, <br />Colorado 81601) and the Water Commissioner (Dave Berry, 2754 Compass Drive #175, <br />Grand Junction, CO 81506, 970 - 245 -5884) on a monthly basis or other interval <br />acceptable to both of them. The accounting form provided with your application is subject <br />to modification and approval by the division engineer. All amounts shall be in acre -feet. <br />10. The name, address, and phone number of a contact person who will be responsible for the <br />operation and accounting of this plan must be provided on the accounting forms to the <br />division engineer and water commissioner. <br />11. Dewatering at this site will produce delayed depletions to the stream system. <br />Accordingly, the pit must be continuously dewatered until such time as the pit can be filled <br />by ground water infiltration during a free river period, or an amendment to the SWSP must <br />be requested and approved to include additional replacement water to offset the volume of <br />water required to fill the pit during the call period. As long as the pit is continuously <br />dewatered, the water returned to the stream system should be adequate to offset the <br />depletions attributable to the dewatering operation. If dewatering at the site ceases, the <br />delayed depletions must be addressed. At least three years prior to completion of <br />dewatering, a plan must be submitted that specifies how the post pumping dewatering <br />depletions (including refilling of the pit) will be replaced, in time, place and amount. <br />1313 Sherman Street, Room 821, Denver.
