Majority of the runoff will be contained in the <br /> mining and quarry area and unable to migrate due to topography. <br /> 21. As required by Rule 6.4.7(3), please provide an estimate of the project water requirements <br /> including flow rates and annual volumes for the development,mining and reclamation phases <br /> of the project,or otherwise indicate where in the permit file this information can be obtained. <br /> PLS Response: Please recall the response to Item 19 of the PLS response to Adequacy Review#3. <br /> The document name is "Adequacy Review#3"in the DRMS Permit Index Imaged Database with a <br /> document date of April 4,2014. PLS plans to utilize approximately 2.5Mgal a year from the on- <br /> site well. The flows will be intermittent due to the nature of use, dust control,sanitary use, etc. <br /> The expected well capacity is 35 to 45 gpm. Roughly 48,000 gpd are used during peak days in the <br /> summer. The winter months requires very little water demand. The average flow usage is from 15 <br /> to 20 gpm. <br /> 6.4.9 Exhibit I—Soils <br /> 22. Please see Items No. 10-12 under Exhibit E for additional comments. <br /> PLS Response: Please refer to Items No. 10-12 of Exhibit E for comments pertaining to this <br /> section. <br /> 6.4.12 Exhibit L—Reclamation Costs <br /> 23. The Division is required to hold a financial warranty in an amount that reflects the actual <br /> and current cost of fulfilling the requirements of the Reclamation Plan. The Division <br /> currently holds a financial warranty in the amount of$522,500.00. The financial warranty <br /> must reflect the maximum allowed disturbance at the site which is currently 167 acres. <br /> Please specify how many acres will be disturbed at any given time during the life of the <br /> mine. Does the Operator intend to bond for disturbance of the entire site (276 ac)? <br /> PLS Response: PLS does not intend to bond the entire site. D is anticipated the maximum allowed <br /> disturbance of 167 acres will be sufficient. PLS will request release of successful reclamation in <br /> previously mined areas to keep within the 167 maximum allowed acres. <br /> 24. The Operator has stated that mining and reclamation will occur simultaneously. In order <br /> to continue with a phased bonding approach, the Operator must break down the various <br /> reclamation tasks and specify how many acres at any given time will apply to each of <br /> the tasks, otherwise the Division will be required to bond for complete disturbance of the <br /> site.Please provide the Division with the following information: <br /> a) Specify the total linear feet of all highwalls which must be reduced at any given time. <br /> b) Specify the total volume of material which must be removed to reduce the highwalls. <br /> c) Specify the average distance overburden must be hauled for backfilling. <br /> d) Specify the total number of acres which must be ripped, mulched, topsoiled and <br /> seeded at any given time. <br /> PLS Response: A)An estimate of 1,100 feet of highwall could be exposed at any one time. <br /> However, the highwalls in Owl Canyon Quarry will not require physical reduction, but backfill <br /> material from mining is placed up to 10 feet of the highwall. The remaining height is used to <br /> blend in and simulate the natural hogback formations found in the quarry and along this ridge. <br /> B)Please refer to response "A"above and the response to Item 12. Further discussion of the <br /> treatment and reclamation practices concerning the highwall can be found in the Owl Canyon <br />
