October 28, 2014 C- 1981- 008/New Horizon Mine BFB <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) /4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance4.03.1(5) and <br />(6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The haul road between 2700 Road and the western highwall was heavily used by the haul trucks <br />backfilling the highwall. The haul trucks were creating a significant amount of dust and Mr. Ferris called for a <br />water truck to spray the road. We had left the area before the water truck had arrived. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Most of the topsoil on the Morgan property had been replaced. The two places where the topsoil had not <br />been replaced is Pond I I and the northeast corner of the property where the BB Haul road is located. <br />I met JoEllen Turner and Michael Morgan during this inspection. The meeting was not requested but happened <br />informally during the routine inspection. Ms. Turner and Mr. Morgan said that they were happy with the work <br />that had been done redistributing the topsoil on their property. They had been working closely with Frank Ferris <br />of WFC and were please with the working relationship they had with him. Ms. Turner and Mr. Morgan described <br />the plan for the areas with newly redistributed topsoil for this fall. First, the topsoil will be ripped and cross - ripped <br />to relieve the compaction, then it will be rock - picked to remove large rocks, the soil will be leveled and then <br />planted with triticale (wheat) this fall. Next spring they plan to disc -in the sprouted triticale as a green mulch and <br />then plant alfalfa. Ms. Turner also stated that she wants Pond I I removed as soon as possible so it can be <br />reclaimed and farmed. <br />DOCUMENTS RECEIVED: none <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: I <br />Page 3 of 4 <br />
