Frank Ferris of Western-Fuels Colorado (WFC) was present for the inspection. <br />The weather condititions were clear with a light wind and the ground was dry. The temperature was warm, <br />approximately in the mid 60s. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Backfill material was being hauled from Stockpile H (storage pile by the main facilities area) to the <br />highwall by Pond 13. A dozer was pushing the backfill material into the eastern part of the highwall (photo 1). A <br />sub - contractor to the mine operator was doing the backfill hauling. Two crossing guards were directing traffic <br />where the haul trucks were crossing the 2700 Road. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The highwall pit area had standing water. The water was being pumped to pond 11 by a diesel powered <br />pump (photo 2). <br />Water was collecting in the pit where the Trench Drain Segments A and B intersect with Segment C rock drain. <br />Water was being pumped from the trench drain to Pond 11 by a diesel powered pump (photo 3). <br />Ponds 7, 8, 11 and 13 contained water.
