November 5, 2014 C-1981-019/Colowyo Coal Mine RDZ <br /> <br /> <br />FISH and WILDLIFE Rule 4.18: <br /> Many elk, deer, and antelope were seen on the mine site, including an elk herd near Taylor Tributary <br />Ditch. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The following ponds were inspected: Rail Loop, Gossard, Gulch A, and Work Area. The following were <br />discharging: Gossard and Work Area. From these discharging ponds, no sign of pollutants was observed. Rail <br />Loop Pond was not discharging but held water; the inlet from the loadout facility was flowing during the <br />inspection. <br /> <br />Work continues on the primary spillway at the Work Area Pond. It was being dewatered to fix the leak in the <br />primary spillway. Also, the pipe next to the flume for the Work Area Pond is leaking still. Other than that, no <br />problems were observed with any of the ponds. <br /> <br />The sediment level in the Rail Loop Pond appears to be significantly higher than during the preceding months <br />(summer 2014). <br /> <br />The following ditches were inspected: Taylor, Taylor Tributary, Final East Pit, and Section 29. No erosion or <br />other problems was seen. Equipment was seen constructing an upper reach of the Final East Pit Ditch. <br /> <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> Using GPS equipment (Trimble Yuma), the coordinates of the southern corners of the South Taylor pit <br />were recorded. These values were compared to Map 29A (the polygon for South Taylor Pit limits) and Google <br />Earth. Per this pit location check, the southern portion of the expanse of the South Taylor Pit is within the <br />approved limits. <br /> <br />ROADS Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> The new road to the South Taylor pit (Streeter Road) was muddy but functional.
